O R D E R:

In continuation of the orders issued in the reference first and second cited, the Government direct that the following norms should be followed for allotment of Tamilnadu Housing Board Plots/Flats/houses.

1. An applicant should not own a house in any municipal Corporation, Special Grade and “A” Grade Municipalities or in any of the capital town in the country either in his/her name or in the name of the spouse or minor children. A declaration to this effect should be incorporated in the application form.

2. Only natives of Tamilnadu eligible for allotment of houses/flats/plots by the Housing Board. For this purpose the applicant should produce a nativity certificate in the usual form prescribed for admission to educational institutions.


3. Transfer of applications from one scheme to another scheme should be allowed, if an application to that effect is made within 10days from the date of lot at which the applicant was unsuccessful, or before the advertisement date for the alternative scheme.
4. In respect of advertisement for allotment one month’s time should be given from the date of the advertisement in respect of applications from Tamilnadu and in respect of application from other States in the country, time for 15 days more should be given and in respect of application out side India, time for one more month should be given for submission of application.
5. Applicants coming under the category of ex-service men should produce the discharge certificate and servicemen should produce the certificate from the concerned unit office of the army/navy/air force that they belong to a serving rank in the forces.
6. According to the existing orders, 5% of the quota fixed for each category has to be selected for the waiting list. Hereafter 10% of the quota fixed for each category should be selected for the waiting list.
7. One month’s time from the date of receipt of the allotment order should be allowed to the allottees for the payment of the initial deposit of 25% of the cost of the flat etc., In the case of applicant belonging to the Scheduled Caste and Scheduled Tribe the initial deposit will be 10%(ten percent) of the cost of the flat etc.,
8. In respect of Government Servant belonging to Central and State Government, employees of Life Insurance Corporation etc., three months time should be given for payment of full cost of the flat etc., provided interest is paid by them in advance. This is to enable them to obtain sanction of loan from Government/LIC etc.,
9. The Chairman. Tamilnadu Housing Board in his letter dated 19.10.79(third cited) has reported that there are following left over plots and flats to be allotted

The Chairman, Tamilnadu Housing Board has also reported that applicants were received by the Housing Board for the allotment of the above left over plots and flats, prior to the issue of orders in the G.O. and Memo first and second cited. The Chairman, Tamilnadu Housing Board has suggested that the allotments for the left over plots and flats referred to above may be decided by the allotment committee, with reference to the commitment already made by the Housing Board and also with reference to the terms and conditions of advertisement.

10. The Government accept the suggestion of the Chairman, Tamilnadu Housing Board and permit the allotment committee itself to allot these left over plots and flats after deciding on the norms to be adopted in respect of each scheme area.

11. Similarly, in respect of future cases also, hereafter the allotment are made either by the Housing Board by drawing lots or by Government with reference to their discretionary quota, flats/plots/houses are surrendered by the allottee or resumed for valid reasons are where allottees applied for change of flats, plots etc., for bonafide reasons, allotments of these stray cases can be made by the allotment committee itself, after laying down norms with reference to each case or scheme.

12. In respect of non residential (commercial) plots, the present practice of disposing them in auction or by calling for tender s should be continued, since it will be advantageous to the Housing Board.
